Senators press LSO on move and holdback of home visiting dollars

"Last year, the legislator decided to make the Idaho Home Visiting Program a 1 time appropriation," Morgan Polanyi told the committee, adding that the program has two components: a $1,000,000 general fund transfer (pass-through to health districts) and a separate federal grant component (the McVee grant).
Senator Wintrow provided historical context and expressed concern that the department had taken pass-through funding from health districts and counted it as part of a 3% holdback, saying she had "heartburn" about that treatment and asking for further legislative review. Polanyi said the $1,000,000 is part of the general fund and described the federal component; she also said the department is requesting to move the home visiting program to the Early Learning and Development division in the belief that efficiencies could be gained.
The committee did not take action but members asked LSO and the department for additional detail and follow-up to ensure the legislative intent for pass-through funds and program delivery is preserved.
