LSO: $16 million requested to expand Idaho childcare capacity, governor recommends staffing support

The Department of Health and Welfare requested $16,000,000 in one-time federal appropriation for year two of the Idaho Childcare Program Capacity initiative, intended to provide short-term investments to expand long-term childcare availability, Legislative Services analyst Morgan Polanyi told the committee. "The program will allow eligible childcare providers to apply for new contracted childcare slots," Polanyi said.
Polanyi added that the governor recommended $504,000 ongoing to fund five full-time positions to provide program integrity oversight (one business analyst, two program specialists, one financial specialist senior and one fraud investigator). The recommendation also includes a portion made ongoing to support program administration. The analysts said the request supports the FY2026 governor's initiative and that detailed line items and eligibility criteria are in the LSO packet and budget book.
Committee members did not take action during the briefing but were invited to follow up with LSO staff for more detailed documentation and calculations.
