The Noble County Plan Commission considered rezoning petition 608 on July 22, which would change roughly 1.687 acres south of 5598 State Road 109 from Lake Residential to General Commercial (C‑2) to allow construction of a 9,100‑square‑foot Dollar General.
Staff outlined relevant UDO provisions and tech‑review comments (INDOT driveway requirements, building department floodplain review) and told the board the C‑2 district provides the floor‑area the applicant seeks. Applicant Dave Peters described site work, sight‑line staking with INDOT, a detention area on the west side, and a proposed tie to sewer to the west. Peters said the parking plan includes 31 spaces and that "there'd be a detention area on the west side of the site also which are capturing the cone off from the parking lot." (applicant)
Multiple residents spoke in opposition. One speaker urged denial and argued the proposal "fails on every single legal standard," citing impacts on property values, traffic, and wetlands; another speaker for a land trust said the store "would destroy the character" of the lake community. Concerns raised included a claimed 2.7 acres of protected wetlands on the parcel, potential increased stormwater runoff onto SR‑109, and truck‑turning and sight‑line safety at the proposed entrance. The applicant replied the site itself "is not in the wetlands" and that detention features and traffic studies indicate no new left/right turn lanes are warranted by INDOT.
Following public testimony and staff Q&A, the commission moved and seconded a recommendation to the County Commissioners and completed the statutory certification factors. The Commission recorded members' "agree" and "disagree" responses on the certification; staff placed the IDEM submission and traffic studies into the record. The rezoning will be considered by the County Commissioners on August 10, and the Plan Commission's recommendation and submitted technical exhibits will accompany the file.
