Staff presented the Douglas County 2027–2031 Capital Improvement Plan and summarized the countywide funding picture and project timing. Brooke, speaking as finance manager, told commissioners that "the total investment in facilities projects during that span is 42,700,000, and the total investment in road and bridge projects is 41,800,000 over 5 years." She said the CIP began the year with an $85,700,000 fund balance, of which $65,970,000 was earmarked for facilities.
Brooke said the county uses a cash-funded CIP approach, drawing from bond sale proceeds, rental income, transfers from the general fund and partner or grant funds for specific road projects. She cautioned that large multi-year projects can create single-year spending peaks (noting an upcoming more-than-$35 million spend-down as current projects finish) and said staff will reallocate or reschedule projects as needs and budgets change.
