Two members of the public, Ken Haynes and Lynda Airey, spoke in support of the ordinance during the public hearing. County Attorney Rob Chumley provided clarification about the memorandum of understanding associated with the arrangement before the Council voted. The motion to adopt Ordinance 2026-21 on third and final reading was made by Council Member Glenn Hart, seconded by Council Member Don Mize, and approved by a 5–0 vote.
The ordinance authorizes the county to act in a project-sponsor capacity and to receive and disperse grant funds in accordance with county ordinances and the pass-through entity's requirements. The meeting record does not list the grant award amount or a project timeline; those implementation details will be completed administratively and as part of any required MOU or grant documentation.
