County Attorney Rob Chumley provided clarification on the memorandum of understanding tied to Ordinance 2026-21 before the Council voted to approve that measure. Council Member Glenn Hart moved to approve Ordinance 2026-21 on third reading; Mr. Don Mize seconded and the motion passed 5–0. Other ordinance adoptions were moved and seconded by Council Members John Elliott, Glenn Hart and Thomas James as recorded in the meeting minutes.
By adopting the easement ordinances, the county authorized the conveyance of rights that will allow Blue Ridge Electric Cooperative to construct and maintain utility infrastructure on the specified county parcels. Council recorded the parcel identifiers for public record and approved the related conveyance motions unanimously.
The Council also repealed its adoption of the International Property Maintenance Code via Ordinance 2026-22.
