Developers fund incentive programs: smart trip cards, shuttles and surveys funded through TDM proffers

RJ Wiersma described incentive funds that developers set up to support on-site TDM programs. "If you go to a new development and they pass out smart trip cards, that's typically part of that TDM fund," he said, and planners added that larger properties commonly fund shuttles and periodic surveys to promote mode shift.
The planners said those incentive funds are separate from infrastructure proffers and are used to implement and promote transportation programs at the property level. They advised listeners to consult the TDM toolkit on the Fairfax County website for examples and program guidance.
