Fairfax County allows building-by-building stabilization for multi-phase projects in new TDM rules

Fairfax County planners described a key change for multi-phase developments under the updated TDM guidelines: buildings can enter the applicant control period individually rather than waiting for an entire multi-building site to be fully built out.
"We are now allowing multiphase sites to come in on a building by building basis to go through the applicant control period," Matthew Koprowick said. To qualify, the county said a building must be one year post build-out, have at least 85% occupancy, and then show three consecutive trip counts that meet the site's trip-reduction goals before incentive funds tied to that building can be refunded.
