County staff asks HOA to review easement deeds; design will pause until deeds are clarified

A staff member told the meeting they plan to draft new deed language and record new easements for areas that need permanent rights, then vacate unnecessary duplicates.
“We typically take a pause once we hit 35% design, because that gives us enough information where we know where we’re going to be working within the stream corridor and on what properties,” a staff member said. The same staff member told attendees the team will provide plats and deed drafts for HOA review and recommended involving legal counsel if the HOA desires to review the language.
Staff asked the HOA to confirm voting rules and covenants that affect easement approval so the county can ensure the deeds are effective and defensible. They also offered to set up site visits and further meetings to walk the corridor with HOA representatives.
