Staff told the committee the Department of Public Works would reclassify an engineer 3 into a facilities and construction manager (graded at 11) after reviewing the role following a retirement, noting the previous incumbent performed limited engineering tasks. A senior engineering technician was created through reclassification and another technician reclassified to a regular engineering tech; the project engineer role remains authorized but unfunded for 2025 (FTE listed as 0).
Staff also described a reorganization to centralize fleet responsibilities: a street supervisor will be reclassified to a fleet manager responsible for most fleet operations across departments (police and fire may retain separate arrangements), and the park mechanic position was transferred to DPW with administrator Tony Brown's approval on Dec. 16. Committee members asked whether the fleet manager would oversee multiple departments and staff confirmed that the role is intended to cover most fleets outside police and fire.
These changes were included in the approved staffing resolution; staff said some grades and effective dates would be finalized in follow‑up materials.
