Board approves transfer of school district parking lot for stormwater detention to reduce flooding in Area 7

The Waukesha Board of Public Works voted to accept a transfer of approximately 1.926 acres (Tax Key 1313999001) โ a parking lot owned by the School District of Waukesha โ to the city at no cost to install a stormwater detention pond intended to reduce flooding in Area 7. Staff said the transfer and related ditch-widening work will increase stormwater capacity and reduce street and backyard flooding in the neighborhoods north of Summit, including Michigan, Green Meadow, Sherrill and Sylvan Terrace.
Staff described the transfer as part of the next phase of Area 7 improvements and called the arrangement a cooperative outcome with the school district. "This land would be transferred to the city for future ownership and maintenance of a stormwater detention facility," staff said. Board members acknowledged the public-safety benefits but raised concerns about event parking for nearby Lowell Park (Jamboree, Fourth of July) and student parking spilling into adjacent side streets. Kevin Riley urged the board to "look long term and be forward thinking" about parking capacity; staff responded that the school district has large lots and that residents may have to walk further to events.
After discussion, the board moved, seconded and approved accepting the transfer. Staff warned the project will be disruptive during construction and that additional piping and ditch work through the school district site will be required. Project scheduling, construction impacts and any needed mitigation for event parking will be handled in later project updates and through continued coordination with the school district and Parks department.
