Council adopts design-spec updates (PMC 16.24 & 17.46.065) and new street cross sections

The Preston City Council on Jan. 12, 2026 approved amendments to Preston Municipal Code sections 16.24 and 17.46.065, adopted Ordinance 2026-1 and approved Resolution #179 to implement updated street cross sections and design specifications.
Director of City Planning and Land Use Shawn Oliverson explained the amendments will allow the city to adopt the most current cross-section standards by resolution, require core samples, and add a provision that "the public works director and the director of city planning and use shall jointly determine the use of ribbon curbs and swales or curbs and gutters on individual lots." Council dispensed with the three-reading rule, read the ordinance once in summary and voted unanimously to approve the ordinance and associated amendments.
Council also approved Resolution #179 adopting new street cross sections as designed by the city engineer. The changes are intended to modernize design standards and give staff administrative flexibility in applying curb and drainage treatments to individual sites.
