The Preston City Council on Jan. 26 adopted Ordinance 2026-2 to amend the municipal code definition of "city engineer," reallocating certain non‑licensed engineering responsibilities to the director of city planning and land use and the public works director. Councilmember Chris Larsen introduced the ordinance; the council dispensed with the three‑day reading rule and approved it after a single summary reading.
Director of City Planning and Land Use Shawn Oliverson told the council that Preston no longer maintains an in‑house engineer and that distributing specified duties to designated staff will align code assignments with current staffing. City Attorney Lyle Fuller said the change will capture all references in the Preston Municipal Code that assign tasks to the engineer. The ordinance passed by unanimous vote with recorded ayes from Councilmembers Todd Thomas, Terry Larson, Brent Dodge and Chris Larsen.
