Council members discussed an 8" water line that was improperly installed during the Blue Sage Planned Unit Development. Councilmember Terry Larson said the developer had routed the line 120 feet east and that severing the line in later development could create a 120-foot dead-end and stagnant water, posing a public-health risk. Council noted mitigation estimates of roughly $17,000.
