Council adopts updated design standards ordinance to streamline right-of-way decisions

City staff proposed amendments to PMC 16.24.010, 16.24.020 and 17.46.065 to update design specifications, add cross-section language for right-of-ways, and permit the public works director and the director of planning and land use to jointly determine ribbon curbs and swales or curbs and gutters on individual lots. Director Shawn Oliverson explained the changes and said they would allow the city to adopt current cross sections by resolution.
Councilmember Chris Larsen moved to approve the amendments recommended by the Planning and Zoning Commission; the motion passed unanimously. Larsen then introduced Ordinance 2026-1 to amend the same sections. The council voted to dispense with the rule requiring three readings, the ordinance was read once in summary by City Clerk Linda Acock, and the council approved Ordinance 2026-1 by unanimous vote.
