Council denies special use permit for 76-unit Denton Acres proposal

The Preston City Council voted to deny a Special Use Permit application from developer Tony Crockett to build approximately 76 apartment units on lots 70 and 71 of the Denton Acres subdivision. Director Shawn Oliverson had presented the application and told the council the development otherwise meets city ordinances, but that a special use permit is required for more than eight dwelling units on a single parcel.
Councilmember Brent Dodge explained his opposition, saying the project "conflicts with the Comprehensive Plan and does not meet all eight requirements for granting a special use (17.40.020 A-H)." Councilmember Terry Larson said he did not feel sufficiently informed and abstained from the vote; the motion to deny passed by majority (3 Aye, 0 No, 1 Abstain). Developer Tony Crockett had said the project team "followed all ordinances, provided all necessary studies, and that all engineering questions have been resolved," and estimated a 10–12 year build-out schedule.
The Planning and Zoning Commission had recommended approval by a 4–2–1 vote at its Dec. 10, 2025 public hearing; council members who opposed said the proposal is incompatible with surrounding neighborhood character and the city’s Comprehensive Plan.
