Resident urges action after council member asked her to leave; cites missing water tests

A resident who gave her last name as Clark used public comment time to accuse Council member Paul Frank of overstepping his authority during a June 8 interaction and of telling her to leave city property.

"He cannot ask me to leave public property," Clark said, adding she recorded a deputy's body camera and that she has "everything Frank said." She asked the city attorney to handle the matter and said she would pursue civil remedies if the council did not act.

City staff responded that the city had tested the water and that initial results showed no solids; staff said they would attempt to pull and share the lab results. "I'll see if I can pull up the results from the works to get those so that you can see them," a staff member said during the meeting.

Council members and the city attorney noted limits on council authority. The presiding officer said the charter allows council to remove a mayor under certain circumstances but does not give council authority to remove fellow council members. City attorney Michelle (counsel) told the meeting she "does not have the authority to remove anybody," and the council advised the resident on formal complaint procedures and agenda requests.

The resident repeatedly asked the council to consider removing Frank from a volunteer seat and pressed for an explanation of who had authority to bar citizens from speaking with staff. The meeting record shows the council advised the commenter that formal remedies and evidence (including body-cam footage) could be pursued outside the meeting.

Next steps: staff said it would try to obtain and share the water-test results; the resident asked to be placed on a future agenda for a longer discussion.
