State consolidated plan draft enters public comment period; outreach included 6 focus groups and 450 survey responses

Root Policy Research summarized community engagement used to develop Oregon’s 2026–2030 consolidated plan, noting six focused resident focus groups, interviews with roughly 35 organizations, two public surveys yielding about 450 responses, and presentations to PHAs, Continuums of Care and other stakeholder groups.
Frankie Louington, senior associate at Root Policy Research, said engagement shaped the draft plan’s housing priorities and that affordable rental housing at 30%, 50% and 80% AMI ranked highest in the survey. "In the survey...the top 3 greatest housing needs were affordable rental housing at 30% AMI, affordable rental housing at 50% AMI, and affordable rental housing at 80% AMI," Louington said.
Staff opened the public comment period for the draft consolidated plan (April 3–May 3, 2026) and announced a second virtual public hearing scheduled for April 30, 2026. Following the close of comments, staff will upload the plan into HUD’s IDIS system and submit it by the May 15 deadline so funds can be distributed in the next program year.
