Mayor seeks land swap with Franklin County to secure WWTP access; council authorizes negotiations

Mayor Dan Keller presented a proposal asking Franklin County to deed the access road at the wastewater treatment plant to the city in exchange for roughly two acres north of the Saddle Crossing Subdivision. Keller said the swap would protect the city’s investment in the wastewater treatment plant, reduce county engineering costs for improving the street, and improve safe transport of chemicals to the facility.
City Attorney Lyle Fuller explained that under Idaho Code 50-1401, 50-1402 and 50-1403 the next steps would include the city declaring the value of the property and holding a public hearing. Council voted to allow the mayor and legal counsel to proceed with negotiations with Franklin County; the motion passed by majority vote.
