The Housing Stability Council approved a staff recommendation to move North Bend Family Housing Phase 2 forward in the ORCA pipeline. Amy Cole, assistant director of development resources, presented the request for $8,500,000 in ag‑worker housing tax credits and $10,096,897 in HOME funds and said the project will return later for decisions on 4% tax credits and private activity bond approval.
Cole provided portfolio context and impact assessment data, noting 9 projects were in impact assessment and that the North Bend project continues partnerships with tribal housing authorities and the Southeast Equity Coalition for tenant engagement and staff training: "North Bend family housing phase 2 will continue relationships with the Coquille Indian Housing Authority and the Confederated Tribes...that were established for Phase 1," she said.
Council members expressed support and no substantive questions were raised during the motion. A motion to approve carried on roll call with voting members present recording approval; staff said the project will receive a letter of intent and has six months to complete financial eligibility documentation.
The council’s approval advances the project to underwriting where staff will confirm final award amounts through a detailed budget and pro forma review prior to a commitment decision.
