Council directs lease work on volunteer-built Preston community food pantry

Representatives for a volunteer team working with the Church of Jesus Christ of Latter-Day Saints described plans to build a 40-foot by 120-foot food pantry on city-owned property adjacent to the Bear River Archery Building. Jim Read spoke for the group and described ongoing use of the archery building for storage and distribution of food to residents in need.
Council members discussed a draft lease, the placement of the building, project costs and donations, and whether to waive water and sewer connection fees. Councilmember Todd Thomas initially moved approval with a waiver of connection fees, saying the council agreed "to waive any necessary water and sewer connection fees to the city, but hold off on building permit fees until plans are approved by staff, with signatures on an MOU between the food pantry and the city." That motion was withdrawn and ultimately the council voted unanimously to direct legal counsel to draft a new lease agreement for the food pantry and to review the lease at a future meeting.
