Habitat reports Lead Safe Ohio repairs: 26 homes remediated, average contractor cost ~$35,000

Jim Wyman, repair program lead for Habitat for Humanity, updated the commissioners on the Clermont County Lead Safe Ohio program, which began in August 2024 and used roughly $1,000,000 in funding to address lead hazards in eligible single-family homes built before 1978 and prioritized households at or below 80% AMI.
Wyman said Habitat processed more than 100 mailed applications, received 39 returns and completed 26 homes (with some incomplete or denied) by mid-2025. “We ended up at an average cost of a little over $35,000 per home, and the total contractor cost a little over $900,000,” Wyman said. He added that Habitat’s administrative costs for intake, review and contractor management were “a little over $125,000.”
Wyman described eligible work as windows, doors, siding, roofing, gutters, painting and interior trim; each project required passing lead-clearance testing conducted by MacParen and Hamilton County Public Health staff. He said the program was funded in part by a one-time ARPA investment and that final submissions were being prepared for the Ohio Department of Development.
A homeowner who benefited from the program appeared in a short testimonial during the presentation, saying, “I’ve lived here for 25 years… that’s when I met Habitat,” and describing improvements to her formerly deteriorated exterior. The board thanked Habitat for the presentation and noted the program’s role reducing lead exposure and improving housing safety.
