Council tables special use permit for accessory shop; requests HOA information and applicant presence

Shawn Oliverson, Director of City Planning and Land Use, reported that the Planning and Zoning Commission held a public hearing on February 25 and recommended approval of a Special Use Permit for Scott Madsen to build an accessory building before constructing the main residence, subject to conditions: the shop be aesthetically pleasing and conform to the Countryside Subdivision CC&Rs, be placed per the submitted map, and not be used for commercial purposes.
Councilmembers expressed uncertainty about the homeowners association’s activity and enforcement capability and raised concerns that storage of business equipment could blur the line on commercial use. A motion to deny was briefly made and withdrawn; the council then voted unanimously to table the permit decision, direct staff to gather HOA information and invite the applicant to attend to answer council questions.
