Council approves early-phase work on 8th North waterline after fee concerns

Keller Associates presented a six-task professional services agreement for the 8th North Waterline Replacement Project. The scope listed project management, topographic surveying, preliminary and final design, bidding, and construction administration. Council voted to approve Tasks 1–4 (project management, topographic survey, preliminary and final design) while holding Tasks 5 and 6 for further review.
Councilmember Brent Dodge sought to table the entire agreement to allow review of an email he said he had not received; that motion died for lack of a second. When the partial-approval motion passed, Dodge registered the lone dissent. As Dodge explained on the record, he voted no because "the fees are excessive," a concern he said justified delaying parts of the agreement for additional cost review.
Keller Associates will proceed with initial design steps while the council or staff examine opportunities to reduce later-stage costs before authorizing bidding and construction administration services.
