ICfL reports on budget submission, staffing changes and conference outreach

State Librarian Stephanie Bailey-White reported to the board that the ICfL submitted its fiscal year 2026 budget on Sept. 1 and is now in the period of technical corrections with Division of Financial Management and Legislative Services Office analysts. Financial Manager Jamie Smith said the DFM analyst will present the agency budget to the governor and the LSO analyst will present to the Joint Finance-Appropriations Committee as part of the legislative process.
Bailey-White also reported personnel updates: the technical records specialist is retiring at the end of the month, and the agency received approval to reclassify an administrative assistant position as a grants specialist (applications are open). Bailey-White said the ICfL’s grants team is implementing a new grant management system and refining processes in preparation for incoming digital access funding. The board recorded these items in the operations report; no board-level action was taken beyond accepting the reports.
