Council told sewer clarifier requires about $320,000; staff proposes partial reserve draw or rate adjustment

City staff told the council on July 20 that the municipal sewer plant is required to operate two clarifiers but is currently operating on one and that the spare unit is in poor condition.
"We believe this ask is gonna be in the neighborhood of 320,000," John said when describing prior quotes for a replacement clarifier and asking council how to fund the work. Staff proposed drawing about $200,000 from a USDA I&S (debt service) reserve that holds roughly three years of debt payments, then either funding the remaining balance from fund balance or by adjusting sewer rates.
Council members asked staff for clarification on which reserve accounts were available and whether borrowing or drawing funds would violate restrictions; staff said the accounts are stand-alone and the USDA reserve could be used toward the clarifier while preserving one year's debt-service coverage.
Council directed staff to move forward with procurement planning for the clarifier as part of the draft budget package and to return cost estimates and funding recommendations at the next budget steps.
