Board adopts Noncompliance Policy to govern grants to nonlibrary organizations

State Librarian Stephanie Bailey-White presented a new Noncompliance Policy to the Idaho Board of Library Commissioners and said the policy is intended to govern grant administration as the ICfL begins awarding federal digital access funds to nonlibrary entities such as state agencies, nonprofits, and community organizations.
Commissioner Dawn Wittman moved that the board adopt the Idaho Commission for Libraries Noncompliance Policy as outlined in Board Document 25-14; Commissioner Norma Staaf seconded, and the motion carried unanimously. Bailey-White told the board the policy includes provisions for grantees to sign agreements and gives the ICfL discretion to extend deadlines while staff work with grantees on compliance issues.
Board members expressed that although grant noncompliance has been rare, a written policy is prudent given the agency’s expanding grant reach under new federal funding. The policy will apply to grants administered by the ICfL moving forward.
