Library board approves FY2026 budget request, authorizes federal spending flexibility

The Idaho Board of Library Commissioners voted Aug. 15 to approve the agency's fiscal year 2026 budget request, giving staff authority to adjust the submission as required by the Idaho Division of Financial Management or the Legislative Services Office. Vice-Chair Janet Franklin moved the approval and Commissioner John Held seconded; the motion carried unanimously.
State Librarian Stephanie Bailey-White told the board the request includes a proposal to raise the ICfL's federal spending authority cap to allow more flexibility and to reappropriate $170,000 in capital project funds to complete work next fiscal year. Commissioner Dawn Wittman asked for an update on capital projects; Development Services Program Supervisor Talela Florko said the ICfL disbursed about $1.7 million to libraries in fiscal year 2024 and expects most projects to finish within their grant periods.
Board members authorized the state librarian to make required technical adjustments to the request during review by state budget offices. The agency's FY2026 submission is due Aug. 30, 2024.
