Mecklenburg County dedicates LUISA headquarters to longtime stormwater leader Rusty Rozelle

Mark Jarrell, chairman of the Mecklenburg County Board of County Commissioners, said the board made a unanimous decision to rename the building in Rozelle’s honor, calling Rozelle “a dedicated public servant” whose work left the county’s environment and community stronger. Rick Rozelle, Rusty’s brother, spoke for the family and thanked county leaders for the recognition: “On behalf of Rusty’s family, I wanna thank you,” he said.
Why it matters: Rozelle led or guided water-quality and stormwater work in Mecklenburg County for more than four decades; county officials framed the renaming as a way to ensure future staff and residents remember his contributions. The county manager, Michael Bryant, noted Rozelle’s 45 years of service and said the building’s new name will keep that history visible to future generations.
The ceremony concluded with a short video tribute produced by the county’s public information office, a plaque unveiling outside the building and a fellowship period with refreshments for attendees.
