Board approves minutes, consent agenda, OSBA slate and SIA grant; one abstention recorded

The Oregon Trail School District 46 board voted on several routine and substantive items at its Dec. 8 meeting, approving the Nov. 17, 2025 minutes, the consent agenda and the district's slate for the Oregon School Boards Association election.
A motion to approve the Nov. 17 minutes was made by Paula Siverly and seconded by Grandi; the motion passed with Board Chair Robert Lee, Paula Siverly, Grandi, Gregg Chastain and Tuene voting Yes and Randy Carmony recording an abstention. The consent agenda, which included the check register, updated financial statements and personnel changes since Nov. 17, 2025, passed on a motion by Siverly seconded by Grandi with the same roll-call result.
On an action related to statewide governance, Chair Robert Lee presented information about the OSBA election. A motion by Tuene, seconded by Siverly, to approve the slate vote for all candidates on the OSBA ballot carried with the same Yes/abstain pattern.
The board also approved SIA Grant Agreement No. 369269 for 2025-27 after a presentation by Elementary Programs Director Dr. Rachael George. A motion to approve the SIA agreement was made by Grandi and seconded by Siverly and passed with the same recorded votes.
Meeting minutes list the board actions as: 2025-12-01 (approval of Nov. 17 minutes), 2025-12-02 (consent agenda), 2025-12-03 (OSBA election slate), and 2025-12-04 (2025-27 SIA Grant Agreement No. 369269). The meeting adjourned at 7:35 p.m.
