ZHB denies Walnut Street application after property sale leaves applicant without standing

The Zoning Hearing Board voted to deny application 2628 related to 1854 and 1860 Walnut Street after determining the party who filed the application no longer owned the property.
Solicitor Michael O'Connor reviewed deed records and told the board that ownership had changed from Zook Rentals to Levi Fisher in December 2025. Aria Carmizen, representing the applicant, said her client "had basically said that to me that it's too much of a financial burden" and that they intended to withdraw. The board treated the absence of ownership as a lack of standing and approved a motion to deny the application; the board directed staff to issue a written decision within 45 days.
"We'll reissue a written decision, but it'll be based on the fact that there's no ownership here," counsel for the board said during deliberations. The board recorded the motion, second and unanimous vote to deny.
