Frankie, a Troy resident who said they support the measure “100%,” told the council that the proposed law is needed because the mayor “decided to falsely declare a state of emergency when no such conditions existed.” Frankie said the misuse of emergency powers wastes city resources and distracts officials from residents facing economic emergencies such as rising housing and grocery costs. Frances Sweet (District 6) read a list of roughly 10 instances she identified as mayoral emergency declarations during the current administration and said several did not appear to qualify as an emergency. Danielle LaRose (District 18, speaking online) also voiced support and said the current definition is “frustratingly vague.”
The council opened the public hearing, heard the comments, and adjourned the hearing for later consideration. No formal council action was taken during the comment period; the hearing was procedural and part of the Local Law No. 4 review process.
