Chairman Pollie Carter said the association received a letter from a state health authority about required lead-and-copper inventory forms and that “we are in default of not filling out the forms and are being fined.” Carter said she has asked several people, including Matt Nelson, to help complete the inventory and is seeking an extension or removal of fines.
The minutes record the notice as coming from a body named in the meeting as “Oregon Water Health” (the minutes also use “Oregon Health” elsewhere). The forms relate to lead and copper in the community’s water lines and must be saved to a computer and updated annually. Secretary/Treasurer Judy Mangrum said the report was due Oct. 16 and that the state maintains a website showing when tests and inventories are due.
Board members discussed who should be responsible for the inventory and whether the association should notify residents. Tim McDermott recalled previously going door to door to establish whether individual lines contain lead or copper; Matt Nelson said records might exist from the developer. Vice Chairman Mike Gottlieb suggested hiring an attorney; Bill Springer cautioned against alarming residents and called the letter a “waste of time and money.”
After debate, the board decided to delay sending a state-recommended letter to the community’s 67 homes while Pollie Carter tries to obtain an extension or the removal of fines.
