Committee authorizes RFP for full site assessment of newly acquired county property; debate continues over scope and cost

Members raised competing priorities and costs: some urged a modest, targeted site assessment focused on the immediate needs (for example, the fire training academy), while others argued for a more comprehensive campus-level master plan that would map utilities, wetlands, circulation, sewage and grant opportunities. Several members urged the county to consult state planning resources first to reduce cost, while others said the county should hire a professional to produce a definitive site layout so future work would not require repeated rework.
After discussion the committee voted to authorize staff to issue an RFP for a complete site plan analysis and layout. Staff said a draft statement of work would be refined and circulated to the public-works committee; the RFP will request firms that can do a multi-disciplinary master-plan-style assessment and identify the technical analyses required to move toward design and construction decisions.
