Respondent Marvin DeGravalo told the board he moved from Texas and relied on a contractor who failed to advise him about permitting requirements. Staff confirmed the notice of violation was sent Aug. 12, 2025. The board voted to reduce the fine to $540, payable within 30 days; failure to pay will result in the fine reverting to the original $5,400.
