County agrees in concept to $132,443.55 emergency loan for Emerado water repairs

County staff told the commission they had negotiated proposed terms to help the city of Emerado cover emergency repair costs after a recent water-line rupture and to reimburse contractors. Tom Ford, speaking for county staff, said the proposal was "to provide a no interest loan in the amount of $132,443.55 to Emerado." The loan would be repaid over no more than five years, payments could be semiannual, and staff proposed deferring payments for the first 12 months following execution while repayment mechanisms (such as special assessments) are finalized.

Several commissioners asked staff to reconcile vendor bills and confirm what county fund would be used before the county executes any loan documents. Commissioner Bierke said his own tally of the invoice list did not match the packet totals and asked staff to "verify the numbers" so the county would not lend more than needed. The board voted to approve the concept and directed staff and the county and city attorneys to finalize an agreement and return with documentation; staff also noted they had added Emerado’s request to the county’s legislative priorities for the State Water Commission.
