Lawmakers warn omnibus Bobby bill could exhaust excess revenues and leave critical programs unfunded

Barnett said the legislature had expected the special session to address certain unfunded budget priorities and was disappointed those needs were not included in the governor's bill.
Administration staff said some items in the bill addressed issues raised in prior oversight hearings — for example, airport relief and childcare provider assistance — and defended bringing those needs forward even as Bobby emerged as an additional demand. Senators asked staff to provide a clear accounting of remaining excess revenues and to prioritize vulnerable populations if funds are limited.
The committee paused for lunch after scheduling follow-ups on revenue projections and specific program shortfalls.
