Homeland Security explains DLAN ticketing; senators press for ticket cost totals for Sinlaku and Bobby

Homeland Security/Civil Defense told the Committee that DLAN is a disaster ticketing system through which agencies open tickets and the ESF (Emergency Support Function) desk sources needed resources; agencies must run procurement, attach a dollar amount, and keep before-and-after photos and receipts so the recovery office can enter costs into DLAN for reimbursement.
"DLAN is disaster land. It's like a trouble ticketing system...When you need something, you would open a ticket and then that ticket will get sourced to different areas," said Lucy of Homeland Security/Civil Defense, who outlined how the ESF desk coordinates requests and how agencies must document procurement costs for entry into DLAN.
Lucy told senators she could provide the committee a report of processed tickets and associated costs: she gave counts of 388 tickets for Sinlaku and 249 for Bobby (as of the last report) and said she could supply dollar totals for tickets that have an associated cost entered. Recovery staff cautioned that agencies frequently spend from current budgets upfront and later seek FEMA reimbursement; accurate timesheets, procurement records and photo documentation are necessary to support personnel overtime and infrastructure claims.
Senators asked the recovery office and DOA to reconcile ticket totals and costs and to provide a running dollar amount for each storm so the legislature can understand what is obligated and what remains available for new appropriations.
