Public Services staff briefed the committee that a preliminary engineering and boardwalk estimate tied to the Sunfish Pond mountain-bike project would be "roughly $700,000," and said DNR wetland investigations would be required before full design. The board discussed two primary access strategies: a shorter boardwalk route that would rely on an easement and connection through Windsor's stormwater ridge (cheaper but moving the trailhead away from the main parking lot), and a more direct trailhead nearer existing parking that would require more boardwalk. Staff said Windsor has previously indicated openness to a connection but emphasized neighborhood outreach is needed before final siting.
Public-safety planning was framed as a condition of opening certain trail areas: staff recommended an 8–10 foot boardwalk in sections to permit ATV emergency access, and urged mock emergency drills with DeForest–Windsor Fire Department before opening remote segments. No capital appropriation or final engineering contract was approved at the meeting; staff presented the estimate for budgeting and planning.
