CRA Director Bergeron outlined the project as exterior-only improvements intended to create multiple small-business units: demolition of a rear storage building, replacement of the asphalt parking lot, upgrades to water and electrical services, roofing, awnings, new storefront doors and windows, exterior lighting, signage, fencing, landscaping and exterior security features. Bergeron said the applicant had a pre-application meeting with a technical review committee and had not yet submitted permits because development would proceed only if the CRA grant was approved. Bergeron reported the applicant provided three estimates and that the lowest bid was $500,712; Gonzales requested a $250,000 CRA reimbursement and staff said the application met the grant criteria.
A motion to approve the adaptive-reuse opportunity grant was moved and seconded; the clerk recorded unanimous votes in favor and the chair announced the motion carried. The board approved the reimbursement with the understanding that the CRA grant program covers exterior improvements only and that standard documentation and permitting requirements apply before funds are disbursed.
