Prospect Council approves bills, minutes and two financial resolutions

The Prospect Village Council on June 29 approved the May 18 meeting minutes and the village bills for payment and adopted two finance-related resolutions.
Councilmember Larry Brown moved to approve the May 18 minutes; Councilmember Rob Ramey seconded and the motion passed, Yeas 5; Nays 0. Councilmember Rob Ramey then moved to approve payment of the village bills and Councilmember Ed Spurlock seconded; that vote also passed, Yeas 5; Nays 0. Later in the meeting the council passed Resolution #418, declaring its intent to proceed with an election on renewing a 3.1-mill tax in excess of the ten-mill limitation for village current expenses (citing R.C. Sections 5705.19, 5705.191, 5705.25 and 5705.26). The motion was made by Councilmember Rob Ramey and seconded by Councilmember Larry Brown; the resolution passed unanimously, Yeas 5; Nays 0.
The council also adopted Resolution #419 to establish a special fiduciary Fire Insurance Escrow Fund and a separate bank account under Ohio Revised Code Section 3929.86, designating authorized signers and declaring an emergency. Councilmember P.J. Reeb moved the resolution with Councilmember Ed Spurlock seconding; the vote was recorded as Yeas 5; Nays 0. The council did not record further discussion or amendments to the two resolutions and indicated both measures will proceed under the stated statutory authority.
