City will present utility rate study in March; councilor urges comparison and July effective date

City Administrator W. Scott Jorgensen told the council that the utility rate study will be presented at the March meeting and that staff will prepare materials for council review. Councilor Paul Langner requested that Jorgensen include comparative rate information from neighboring cities in the February packet and said any changes should, if approved, be enacted by July 1.
Langner supplied a handout modeling what Rainier’s rates would have looked like since 2018 if they had tracked the cost-of-living increases given to Social Security recipients. He also noted that water and sewer connection fees are much higher in other local cities and cautioned that regulatory agencies could require rates to move toward market levels if the city lags.
