Commission debates proactive impact‑area mapping to guide South End growth

At the June 17 meeting, Planning & Zoning commissioners discussed a proposal from Vice Chairman Shane Wootan to proactively plan Shelley’s South End under the comprehensive plan rather than waiting for developer‑led rezoning requests.

Wootan said the South End is within walking distance of town businesses and recommended designating it for R1 and multifamily to encourage walkable housing close to services; he also said impact fees could help fund infrastructure and that he did not want the city to be put in a position of a forced annexation again. Chair Josh Carrell noted that Idaho law and city code limit plan amendments — the commission may amend the plan no more than every six months under City Code §10‑3‑4(D) — and suggested adding Title 10 review as a standing agenda item.

Commissioners discussed creating an initial, unofficial map for internal planning and the need to coordinate with adjacent county impact‑area agreements. The commission did not take a formal vote but asked staff to include Title 10 or impact‑area discussion as a regular agenda item for future meetings.
