He also acknowledged setbacks, including the recent police chief retirement after nine to ten months and delays to the Prineville Renewable Energy Project (PREP) following failed rezoning and strong public opposition. Beebe said Interim Chief Shane Wilson has stepped in and that leadership should be finalized by midyear.
