PVNA reviews Urban Service Boundary amendments affecting Centennial School District parcel

Pleasant Valley Neighborhood Association reported that City Council will consider four Urban Service Boundary (USB) amendments to resolve mapping errors and jurisdictional gaps along the East Portland–Gresham border. The board described the effort as largely housekeeping to clean up overlaps and mapping irregularities that affect which jurisdiction provides services such as water, sewer and garbage.
Board members said one notable parcel is the Centennial School District property at 17120 SE Foster, currently split between Portland’s USB (5 acres) and Gresham’s USB (26 acres). The minutes state that under existing conditions the 26 acres in Gresham could be annexed by Gresham and developed because they lie in Gresham’s urban service area. "Next steps - Melanie and Felice will go view the property on Wednesday, 9/17; Adam will notify us when this issue comes up in Council," the board recorded.
The report also described a parcel at 16600 SE Foster that already has sewer service and is proposed to be amended into Gresham’s USB, and a 100‑foot stretch of Jenne Road proposed for Portland’s USB. Board members said USB alignment affects future allocation of land and potential annexation; they plan a site visit and will monitor the Council agenda to track formal action.
