Council members questioned how West Central calculates EDUs and expressed frustration about being required to pay fees and face potential penalties from another government entity. Town staff said they had communicated the proposed schedule to the West Central district manager and would ask the district to waive previously assessed fines for Apex Park based on the town’s efforts to meet the timeline. Legal/finance briefing in the meeting characterized the statutory fine cited by staff as “$1,000 a day,” with collection described as subject to the district manager’s discretion.
Minutes and spoken remarks record multiple reported price figures for the Daystar bid. In staff remarks the low responsive quote was read as approximately $92,003; elsewhere in the meeting a motion to award the contract recorded an amount of $92,301. Staff said Daystar indicated it could begin work in early to mid‑August and that the town’s completion date for West Central was August 19. Funding for the contract was identified as the town’s Food and Beverage fund.
A council member moved to award the low quote to Daystar Directional Drilling and the motion was seconded; roll call produced affirmative responses from the voting members and the motion carried.
