Commissioner Jackie introduced the item as follow-up to earlier action on attainable-housing incentives for small landlords, asking the Planning Commission to return with proposed changes and preapproved plans. Commissioners discussed deadlines and workload. Several members recommended an end‑of‑year target to give planning staff and the Planning Commission adequate time; Commissioner Laura moved that the Planning Commission be requested to issue a recommendation by Dec. 31, 2026.
Speakers noted preapproved plans could reduce the $30,000–$40,000 cost barrier of custom plans for homeowners, speed garage conversions and small infill projects, and lower permitting friction. Staff cautioned that state statutory steps related to tax exemptions and county permitting may affect implementation timing, and that preapproved plans should preserve neighborhood character and appropriate size limits.
The commission approved the request; staff and the Planning Commission will coordinate timing and public engagement, and the commission asked that the ADU work be paired with other incentives (fee relief or permitting support) where feasible.
