Commission asks Planning Commission to fast-track ADU rule review and preapproved plans; sets end-of-year target

The City Commission directed the Planning Commission to review current ADU regulations and to explore the creation of preapproved ADU plans to streamline the permitting process and lower development barriers.

Commissioner Jackie explained the request was a follow-up to previous endorsement of attainable housing incentives and asked for planning recommendations on ADU regulation updates and on preapproved plans that could reduce design costs and speed approvals. Commissioners discussed appropriate timelines: an initial suggestion for Sept. 30 was judged too aggressive given planning staff workloads and concurrent zoning and Commons master plan work; the commission settled on a target of completion by the end of 2026 with the caveat the planning commission could return sooner if ready.

Commissioners and staff discussed pairing preapproved plans with possible fee waivers or reduced permitting costs to remove financial barriers for homeowners (examples: garage-to-ADU conversions). Legal counsel and a public speaker who has implemented similar ordinances elsewhere noted that certain state statutory steps and approvals may be part of the process if tax abatements or exemptions are involved.

The motion to request an expedited review and recommendation was approved; staff and planning commissioners will coordinate on scope, outreach, and timing.
