Director Ray told the commission the city27s sidewalks inventory covers roughly 120 miles (about 3.1 million square feet). A consultant used LIDAR mapping to rate conditions: 77% good, 21% fair, and 2% poor. Ray said the initial plan will target poor and fair sections first and add new sidewalk segments to close key gaps where foot traffic is concentrated.
Commissioners asked whether pedestrian volumes are quantified and how homeowner preferences and right-of-way constraints are accommodated. Ray said staff prioritized school, park and business corridors where foot traffic and liability exposure are highest and will incorporate more detailed pedestrian-count data as the program evolves. The review team will return with a fuller 2- to 7-year implementation plan and cost estimates.
