Board members and applicants agreed that any specific roadway improvements — including a right-turn lane on State Road 44 into the site — will be decided through a traffic impact study and, where applicable, FDOT review.
The board made clear that parking minimums are requirements within the city’s Land Development Regulations (LDR). One board member explained that “the development agreement cannot trump” the LDR and that if the applicant seeks to reduce parking they would likely need to apply for a variance. The applicant said the traffic study will determine whether a right-turn lane or other mitigations are required and that the project will comply with any FDOT determinations.
The board included confirmation about stormwater and parking expectations in its motion recommending approval of the PUD, and asked the applicant to bring detailed traffic and site-plan information forward during later permitting steps.
